The first registrations were started in September 2006, and the intention behind this domain extension is that all websites that use it should comply with specific rules. In other words, all dot MOBI websites have to be built to be accessed flawlessly by mobile devices in agreement with the so-called “MWI Best Practices for mobile content” formulated by the W3C Mobile Web Initiative (MWI) in collaboration with the dot MOBI Registry organization. These incorporate how a website is being navigated, the way it is being displayed (form and size), and so on.

The regulations have raised some concerns considering that the top-level domain is the only one that specifies what devices should be able to access a website and the way in which this must happen, breaking the so-called principles of device independence, according to which a site should be created in such a way as to be viewed by the majority of Internet browsers and devices, be they mobile or stationary.
